Commenting as FSA Chairman Lord Turner publishes new rules aimed at restricting banks' risk-taking, Scottish Liberal Democrat leader Tavish Scott said:
"The FSA has confirmed that Gordon Brown was wrong. His handling of our banks has prompted a meltdown in the financial services industry with the probable loss of thousands of banking jobs in Scotland.
"It was the Tories that started the de-regulation of our banking sector. David Cameron needs to add to his earlier apology for the Tories' failure to hold the Labour Government to account.
"But the Prime Minister still refuses to apologise for the state of the economy. Will he at least apologise for his failure to regulate our banks?
"He owes families, individuals and businesses that are struggling through the recession an explanation and an apology."
