Commenting on Annabel Goldie's speech to the Conservative party conference, Liberal Democrat Chief Whip Mike Rumbles said:
"The Tories simply think it's their turn at Number 10. That is why they're keeping quiet on the big issues.
"What Scotland really needs is a fresh start. But the Tories don't represent this. They are part of the old politics.
"The only party committed to doing things differently and getting rid of this discredited Labour Government is the Liberal Democrats.
"Annabel Goldie thinks that encouraging whistleblowing is the big issue for the NHS and a £10 million business dividend will sort out Scottish businesses as they struggle to work through the recession. Why was there nothing about cutting taxes for middle and low incomes as the Liberal Democrats propose?
"David Cameron meanwhile is confident that an annual chat with devolved administrations is the future of devolution. Why was he silent on Calman?"
